About Education sector


According to the Universal Human Rights Declaration adopted by the United Nations’ General Assembly on December 10th 1948, the right to education is a fundamental human right.

Education contributes to human, economic and social development.

There is a large consensus among the international community that education plays a predominant role in the development process. Since the World Conference on Education for all (EFA) in 1990, the Millennium Declaration and later on, during the establishment of the Dakar Plan of Action 2000-2015, education is inscribed on the highest level of the international agenda.

Education has a considerable impact on economic growth, health, the respect of democratic values and sustainable peace. Education empowers individuals with the knowledge, competencies, values and confidence they need for personal fulfillment, the alleviation of their standards of living, and for accessing the best employment opportunities. Education is an essential tool to fight against hunger, poverty, social exclusion and the expansion of preventable diseases.

In this matter, progress towards the realization of education objectives remains fundamental for developing countries.

In a world economy, more and more interdependent and based on knowledge, the place of education is undeniable. To achieve the Millennium Development Goals (MDGs) and the EFA objectives set for 2015, the focus has to be on the improvement and the strengthening of access, quality and equity in education.

As such, in Madagascar, education constitutes a key element in the national strategy for poverty reduction. Madagascar works with multiple partners including international organizations, development agencies, civil society, and non-governmental organizations.

An Education for all plan specific to the national context has been established and public policy focusing on the needs of children, adolescents, and adults has been reinforced.
